This section will look at a number of steps to enhance cooperation.

  • As seen with the case studies, it is possible to develop collaboration which is beneficial for both formal and informal sector.
  • The long-term viability of these collaboration depend greatly on the willingness to commit of the local actors.

Steps to enhance cooperation

Map and develop a in-depth understanding of the local informal and formal situation and value chains.

See formalization as an additional step and a continual long-term process.
Engage the relevant stakeholders and develop policies together with them.
Focus on minimizing the risks and maximising the strengths for the informal sector.
Incentivize and include the informal sector rather than punish it.
Integrate bottom-up and top-down approaches depending on the local situation.

Producers or PROs

In order to have the best conditions for partnerships, producers should involve in the following measures.

Cooperate with recyclers which work with the informal sector.

Understand how the informal market works.

Identify and include local leaders in the workers’ community or NGOs, to establish trust among informal workers.

Establish an EPR plan with employment creation and training.

Provide long-term support to informal workers.

Monitor proper recycling by auditing and setting minimum requirements for formal recyclers.

Authorities

In order to have the best conditions for partnerships, authorities should involve in the following measures.

Adapt and leave flexibility to regulation so that recyclers can also receive waste from informal workers.

Provide support to informal stakeholders.

Set clear procedures, criteria, trainings to monitor the flow of waste and prevent leakage from formal recyclers back to informal stakeholders.

Establish clear obligations for each actor to channel the e-waste at the appropriate location (i.e. household having to bring back e-waste at a specific place).

Informal sector

In order to have the best conditions for partnerships, informal stakeholders should involve in the following measures.

Prepare for minimal organization and support partnerships.

Comply with minimal forms of requirements, reporting and transparency.

Restrict activities to low risk ones, like collection, sorting and basic dismantling.

Engage in the effort to formalize, upgrade technically and comply with standards.

Diversify activities beyond collection.

Recyclers

In order to have the best conditions for partnerships, recyclers should involve in the following measures.

Set up reliable reporting measures on incoming and outgoing e-waste / fractions.

Contract informal collectors as much as possible.

Promote the idea of partnerships and businesses between informal and formal stakeholders.

Integrate as much as possible the informal workers from informal recycling areas.
