This framework report provides structured guidance for the establishment and operation of small-scale e-waste facilities (SSEFs), with a particular focus on the South African context. It examines the policy and legislative environment, market structure, and stakeholder landscape shaping e-waste management, and analyses viable business, institutional, and operational models for SSEFs. The report further addresses human resource needs, skills development, financial considerations, and compliance requirements, while highlighting the critical role of integrating informal waste pickers into the formal WEEE value chain.

Developed within the SRI project, this framework is aimed to support practitioners, policymakers, and producer responsibility organisations in strengthening inclusive, compliant, and economically viable small-scale e-waste operations.
