This section in module 5 covers the key principles, policies, and regulations guiding effective WEEE management and sustainable waste governance.

4 Key Policy Principles in WEEE management

The 4 principles below are the foundation to guide effective WEEE management. Applied together, those principles aim to create a fair, sustainable and environmentally sound system for managing WEEE.

Waste Hierarchy

  • The waste hierarchy principle aims at prioritizing how WEEE should be handled in order to minimize waste generation.
  • Firstly, the most wanted solution is to reduce the generation of WEEE when possible. This can be done by incentivising consumers to keep their devices longer.
  • Reuse comes next. WEEE should be repaired and reused when possible.
  • Then Recycle is seen as the next step where WEEE (once not reusable or repairable anymore) should be recycled properly.
  • If recycling is not possible anymore (for problematic WEEE fractions for instance) is shall be incinerated with energy recovery or landfilled in a controlled landfill for hazardous waste.

Extended Producer Responsibility

  • Extended Producer Responsibility or EPR principle aims at shifting the responsibility for the end-of-life management of electronic products to the producers.
  • It encourages manufacturers to design products that are easy to repair, reuse, recycle.
  • EPR has been implemented in many countries around the world through take-back schemes, where consumers return old devices to manufacturers or designated collection points for proper handling.
  • By holding producers accountable, EPR ensures that waste is managed in a sustainable and responsible way.
  • EPR will be detailed in the next session (session 2 of module 5).

Environmental Justice

  • Environmental Justice aims at preventing the exploitation of developing nations as dumping grounds for e-waste.
  • Toxic components in e-waste, like lead and mercury, pose serious environmental and health risks when handled improperly. To combat this, international agreements like the Basel and Bamako Conventions regulate the transboundary movement of hazardous waste. These frameworks ensure that e-waste is treated ethically and responsibly.

Polluter Pays Principle

  • The Polluter Pays principle holds that those who generate waste (producers or consumers) should bear the costs of managing it. This incentivizes both manufacturers and users to minimize waste and properly dispose of it.
  • This can be implemented through disposal fees, eco-taxes, funding of recycling programs, etc.
  • The polluter pays principle reinforces accountability similarly to the EPR principle explained.
